Job Description:

Performs difficult professional and administrative work directing, organizing and coordinating the functions of the RSW Budget, Inmate Accounts, and Payroll. Work is performed under general supervision of the Superintendent. Supervision is exercised over assigned personnel.

Coordinating the preparation of the annual operating budget; developing and analyzing revenue and expenditure projections; assisting all sections with budget preparation; advising on budget matters; monitoring budget operations; preparing and maintaining budget records and files.

• Direct Oversight over the RSW Regional Jail’s financial records and related systems of internal controls, accounts payable, payroll process, preparation of the Annual Financial Report and other financial reports and assist with the external audit of the financial records.
• Assist the Superintendent in preparing the annual operating and capital budgets, budget projections, including long-range financial planning and debt service management for presentation to the RSW Authority or other designated committee as determined;
• Assist in the preparation of the bond rating presentations, financial documents and related procedures associated with the issuance of debt;
• Liaison to Rappahannock, Shenandoah and Warren Counties on Budget matters;
• Advises Superintendent, Managers and all other RSW staff on issues related to financial, payroll , and accounting policy and procedure;
• Develops and maintain policies and procedures for, financial systems and Inmate accounts;
• Monitors departmental budgets and performs internal controls over accounts payables;
• Prepares, analyzes and reports on budget status to the RSW Authority;
• Monitors, reconciles, analyzes and reports on budget activity and budget adjustments, budget appropriations and reconciles for audit purposes;
• Participates in all audits of financial records;
• Identify, maintain and establish contracts;
• Attends other conferences and meetings as needed and approved;
• Actively search for available grants and other funding opportunities:
• Prepare the Virginia Compensation Board budget and request monthly reimbursements;
• Prepare, receive and review all Request For Proposals (RFP’s) and Invitation to Bids (ITB’s);
• Maintain all financial accounts;
• Acts as the Contract Manager for all goods and service contracts;
• Prepares the Comprehensive Annual Financial Report (CAFR)
• Performs related task as required;


Thorough knowledge of the theories, principles, practices and techniques of municipal accounting, finance and budgeting; thorough knowledge of the state laws and local ordinances applicable to budget preparation, approval and administration; thorough knowledge of data processing equipment, methods and procedures; ability to analyze and develop budget estimates; ability to conduct detailed research and prepare reports and findings; ability to supervise and maintain effective working relationships with associates and the general public; ability to interact with other agencies and officials. Preferred working knowledge of Open RDA government solutions software as well Virginia Compensation Board funding.


Must be (21) years of age. Bachelor’s degree or equivalent experience with concentration in accounting. or any combination of training and experience A minimum of five (5) five years related experience, preferable in Virginia local government and public finance administration. Experience must include knowledge of governmental accounting and financial controls. Experience in payroll, budget, accounts payable, financial reporting, debt management, data processing, forecasting and local government financial administration is desirable.


This is sedentary work requiring the exertion of up to 10 pounds of forces occasionally and a negligible amount of force frequently or constantly to move objects; work requires fingering, and grasping; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions.
