GENERAL DEFINITION AND CONDITIONS OF WORK: The Human Resources and Benefits Specialist originates and leads Human Resources policy and procedure guidance to the RSW Regional Jail providing practices and objectives that will ensure an employee-oriented, high performance culture that emphasizes empowerment, quality, productivity and standards, goal attainment, and the recruitment and ongoing development of a superior workforce. ESSENTIAL FUNCTIONS/TYPICAL TASKS: Assist in providing Human Resources and Benefits policy and procedural guidance to all RSW Regional Jail employees to include but not limited to:
KNOWLEDGE, SKILLS AND ABILITIES: Thorough knowledge and experience in Human Resources and Benefits functions; thorough knowledge of the theory, principles, practices and techniques of municipal agencies; thorough knowledge of state, federal and local guidelines and the ability to maintain effective working relationships with fellow employees and supervisors.Effective communication skills, oral & written. Experience in Word, Excel, Payroll and other applicable database programs helpful. Knowledge of Company policies/procedures & benefit package or the ability & willingness to learn. Strong organizational skills. Effectively communicate with people in potentially stressful situations. Ability to consistently meet daily, weekly and monthly deadlines. EDUCATION AND EXPERIENCE: Requires a bachelor’s degree in related field with 2 years of work experience or 4 years of experience directly related to Human Resources and Benefits. PHYSICAL REQUIREMENTS: This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects, and some light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires reaching, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word’ hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, operation of machines, and determining the accuracy and thoroughness of work; the worker is not subject to adverse environmental conditions.
